Movement ‘FOL’ considers that the major failure of the Anti-corruption Agency is its lack of supervision of the Anti-corruption Strategy and Action Plan for 2009 – 2011.

According to the director of this movement, Petrit Zogaj (right in picture), the Anti-corruption Strategy (ACP) and 2009 – 2011 Action Plan (AP) is the most senior strategic document in the field of preventing and fighting corruption. However, it is full of holes and has been followed up with major failures.
“In the report of Transparency International, the level of corruption in Kosovo has not decreased, but on the contrary, it has increased. Kosovo, according to this report, has been degraded by two positions, when the level of corruption is concerned,” said Zogaj on Sunday, during the publication of a survey on the Strategy against corruption in Kosovo.
FOL considers that the greatest weakness of this strategy is the non-fulfillment of the duties and functions of the Anti-corruption Agency.
“From a slow beginning in drafting to a lack monitoring, the ACP and AP for 2009 – 2011, has not been sufficiently implemented. According to ACP statistics, of the total of 153 measures, only 109 actions have been realized, while 20 of them remain recusant, while 24 are still being implemented,” says FOL survey.
Other faults identified by this movement, according to Armend Mazreku, a researcher at FOL, include the lack of preliminary studies of the characteristics and reasons of corruption, lack of inclusion of civil society in the drafting process of the strategy and plan, the lack of a comprehensive approach between ACP and AP, the lack of seriousness on determining the time of anti-corruption measures and their financial cost and insufficient fulfillment of acting measures against corruption.
The survey of Movement FOL, also gives several recommendations for the new, 2012 – 2016 strategy. Among other issues, it recommends preliminary surveys on the reasons for corruption in Kosovo, drafting of an integrated analysis of an anticorruption legal package, identification of the sections most affected by corruption, as well as inclusion of as many institutions in the drafting process of the strategy.
