EU facilitator in the Pristina-Belgrade dialogue Robert Cooper has made up his mind regarding Kosovo’s regional representation. According to the final version, Kosovo will be represented only with its name and a footnote mentioning UN SC Resolution 1244 and the ICJ ruling.

Sources from Brussels revealed that Serbia has agreed to this formula and it is up to the Kosovo side to accept it. “Serbia will be given candidate status if agreement is reached or if it fails because of the Kosovo side’s fault,” an EU official told the paper.
The paper also writes that Germany has remained isolated in its objection to giving Serbia candidate status as Austria is also no longer opposing the idea. Sources said that they fear agreement between Serbia and Kosovo on regional cooperation will not be enough for Germany to change its view on Serbia’s candidacy. “Germans are more interested in factual changes on the ground in the north. Ever since the snow covering the barricades, no change has been noted,” sources said.
